3-HR Pennsylvania Understanding Leases Course

The Philadelphia Chapter of the American Society of Appraisers will sponsor a three-hour Pennsylvania Continuing Education class -- Understanding Leases on Wednesday, November 28, 2018 from 9:00 am to noon at Andy’s Diner, 2224 Lincoln Highway (Rte 1) Trevose, PA 19053 (215-638-1444)

Mr. Luciani is Deputy Assessor in the Office of Property Assessment for the City of Philadelphia. Chapter Members are familiar with him from the courses he teaches as an AQB (Appraiser Qualifications Board) Certified USPAP Instructor.

From farmland to factories, from malls to warehouses, from hotels to offices, from stores to apartments, more than 60% of Pennsylvania real estate is leased, not owned outright. This course reviews basic lease law, both common law and Pennsylvania statutes.

3hr_understanding_leasesAppraisers will learn how the terms and provisions of leases impact the income stream, the valuation process, and ultimately the property value. Assessors will get an overview of how lease terms such as expenses, percentage rent, overage rent and tenant improvements establish the value of the lease for assessment purposes. Both will be exposed to the basics of lease analysis -- gross vs. net leases, percentage of sales clauses, etc. The object is preparation for advanced courses in real property appraising and assessing.

7-Hour National USPAP Update Course

The Philadelphia Chapter of the American Society of Appraisers will sponsor an all-discipline National USPAP 2016-2017 7-hour Update Course on Thursday, September 15, 2016 from 9:00 am to 5:00 pm.  The course will be held at the Marriott SpringHill Suites, 430 Plymouth Rd, Plymouth Meeting, PA 19462 (Phone: 610-940-0400).  The instructor will be Robert J. Luciani, ASA.  Sign-in starts at 8:30 am.

The National USPAP Update Course from the Appraisal Foundation is a one-day course that focuses on recent changes to USPAP requirements for ethical behavior and competent performance by appraisers.  This course, which clarifies several commonly misunderstood aspects of USPAP, will aid appraisers in all areas of appraisal practice seeking updated USPAP competency, including those subject to state licensing or certification and continuing education requirements imposed by professional organizations, client groups, or employers.
 
This course is required for all State Licensed or Certified Real Property Appraisers and Assessors.

The cost of the 1-day course is $155 per person and includes a course manual, morning and afternoon coffee breaks, snacks and soft drinks.  The USPAP 2016-2017 book is available to attendees at the discounted price of $65. Attendees must either purchase the book or bring a laptop or tablet with Internet access to class.

November Meeting: Preview of Next USPAP Changes

The November Chapter Meeting will be held on Wednesday, November 18, 2015 at the Doubletree Guest Suites in Plymouth Meeting, PA. The Board of Directors will meet at 5:30 pm; all ASA members are welcome. The general meeting starts at 6:30. The guest speaker will be Chapter Member and Past President, Robert J. Luciani, ASA, who will preview the “Changes to USPAP Effective January 1, 2016.”

A PA Certified Real Estate Appraiser & Assessor, Mr. Luciani is also a PA Licensed Real Estate Broker. He is an Adjunct Professor of Real Estate at the Community College of Philadelphia and a Deputy Assessor in the Office of Property Assessment for the City of Philadelphia. Chapter Members are all familiar with the courses he teaches as an AQB (Appraiser Qualifications Board) Certified USPAP Instructor.

Free Seminar on USPAP 2014-15 Changes

The Philadelphia ASA Chapter will offer a free seminar -- USPAP 2014-15 Changes Effective January 1, 2014 -- on Wednesday, March 19, 2014 from 4:00 to 5:30 pm at the Doubletree Guest Suites in Plymouth Meeting, PA. The seminar will be conducted by Chapter President Robert J. Luciani, ASA, an AQB Certified USPAP Instructor.

The seminar will summarize USPAP changes and revisions that went into effect January 1, 2014 and which impact every practicing appraiser. It qualifies for 1.5 hours of Continuing Education Credit (CEC) for ASA members.

4-Hr. Class: Adjusting Comparable Sales For Seller Concessions

The class covers the content of the Appraisal Foundation’s APB Valuation Advisory #2: “Adjusting Comparable Sales For Seller Concessions.”  The Advisory provides guidance on generally accepted methods and techniques of seller concession. The course will define sales concessions and financing concessions, explain how to verify concessions and when to adjust for them, review the methodology for calculating concessions, discuss concessions for non-residential comparables and how to deal with them when using the Cost Approach or the Income Approach.

March: Real Property Seminar

The Northern New Jersey Chapter of the American Society of Appraisers Real Property Seminarand the New Jersey North Chapter of the National Association of Independent Fee Appraisers will jointly sponsor a two-hour Real Property Seminar on The Home Valuation Code of Conduct and Fannie Mae Form 1004 MC. The seminar will be held on Monday, March 23, 2009 from 4:00-6:00 pm at the Wilshire Grand Hotel, 350 Pleasant Valley Way, West Orange, NJ 07052. View Map Robert J. Luciani, ASA, IFA, a real property appraiser practicing in Philadelphia, will conduct the seminar, which will be followed by a Chapter Dinner Meeting.

The housing bubble and subsequent melt-down has led to two new requirements for appraisals submitted to the federal mortgage agencies.

  • The new Home Valuation Code of Conduct (HVCC), effective May 1, 2009, applies whenever the primary lender plans to sell the loan to Fannie Mae or Freddie Mac. It's designed to prevent conflicts of interest.
  • Beginning April 1, 2009, appraisal reports submitted to Fannie Mae will require Form 1004 MC, a Market Conditions Addendum. Its purpose is to illuminate neighborhood market trends and conditions.
